I am directed by the Board of Trade to refer to your letter of the 17th October, (No.92701/32), enclosing a copy of a letter from Messrs. John Swire & Sons, Limited, on the subject of the Hong Kong Light Dues and to acquaint you, for the information of the Secretary of State for the Colonies, that a copy of the relative correspondence had already been received in this Department from the
Department of Overseas Trade under cover of communications of which a copy is enclosed herewith.
The Board observe from the correspondence that Hong Kong Harbour is not maintained entirely out of the dues levied on shipping; that the dues, although called "light dues", are largely applied to general harbour purposes and not solely to the maintenance of lighthouses, buoys
